Applications are invited upto 5.45 p.m on 02-02-2010 for direct recruitment to the vacancies in
the following posts:-

3. GENERAL INFORMATION (COMMON FOR BOTH THE POSTS) :-
A) The number of vacancies advertised is only approximate and is liable to modification with reference to vacancy position at any time before finalization of selection for Oral Test.
B) The rule of reservation of appointment is applicable to each post separately and distribution of the vacancies will be as per the rule in force.
C) If no qualified and suitable female candidates are available for selection against the vacancies reserved for Women those vacancies will be filled by male candidates belonging to the respective communal categories.
D) The Physically Handicapped persons should produce before appointment, a certificate of physical fitness from the Medical Board to the effect that his/her handicap will not render him/her incapable of efficiently discharging the duties attached to the post to which he/she has been selected. For the post of Speech and Hearing Specialist all the three categories of PH and for the post of Microbiologist, Orthopaedically Handicapped persons only are eligible for the 3% reservation of vacancies intended for PH persons. However, no turn earmarked for Physically Handicapped persons has fallen in the turns utilised for any of the said posts for this recruitment.
E) Reservation of appointments to Destitute Widows and Ex-Servicemen will not apply to this recruitment
F) Any claim relating to the selection (not related to candidature or/and claims made in the application) should be received within 90 days from the date of announcement of results. Claims received thereafter will receive no attention.
G) Certificate of Physical Fitness required to be produced by the candidates selected for appointment to the post of Speech and Hearing Specialist will be in the form prescribed for Posts “other than Executive and Ministerial” and to the post of Microbiologist will be in the form prescribed for Posts “Executive”. The Standard of vision required for the above posts is ‘Standard-III’. Candidates with defective vision should produce eye fitness certificate from a qualified eye specialist. Colour Blindness will be a disqualification for the post of Microbiologist.
(A) AGE (as on 01.07.2009):
MINIMUM AGE LIMIT: Should have completed 18 years (for all candidates).
MAXIMUM AGE LIMIT:
For the post of Speech and Hearing Specialist : Should not have completed 35 years.
For the Post of Microbiologist : Should not have completed 30 years.
(1) No maximum age limit for SCs, STs, MBCs/DCs, BC(OBCM)s, BCMs and Destitute Widows of all castes.
(2) Age relaxation of 5 years in the maximum age limit will be applicable to persons affected by the ban order, as per the orders issued by the Government.
(3) “Others”[i.e. candidates not belonging to SCs, STs, MBCs/DCs, BC(OBCM)s and BCMs who have put in five years of service in the State/Central Government are not eligible to apply even if they are within the age limit.
(B) EDUCATIONAL QUALIFICATION; Candidates should possess the following or its equivalent qualification on the date of this Notification viz., 27.12.2009.
(i) For the Post of Speech and Hearing Specialist:
1. (a) M.Sc., degree in Speech and Hearing (or)
(b) M.Sc., degree in Audiology (or)
(c) M.Sc., degree in Speech Language Pathology from the All India Institute of Speech and Hearing, Mysore or from any other University or Institution recognized by the University Grants Commission for the purpose of its grant or by the Rehabilitation Council of India;
2. Must have working experience for a period of not less than two years in any Teaching Medical Institution, affiliated to any University recognized by the University Grants Commission for the purpose of its grant: Provided that if no suitable person with the above experience is available, persons, who are otherwise qualified, will be selected and an in-service training for a period of not less than six months, will be given after appointment as part of probation. provided further that other things being equal, preference will be given to released Emergency Commissioned Officers, released Short Service Commissioned Officers and other Ex-Servicemen.
(ii) For the Post of Microbiologist:
M.Sc., Degree in Microbiology (Medical Faculty)
M.D. Degree in Microbiology
Candidates possessing degree in M.Sc., Microbiology (Medical faculty) should specify Code No.081 and candidates possessing degree in M.D. Microbiology should specify Code No.159 (as revised in TNPSC Bulletin dated 01.05.2008) in column 14(d) of the OMR application and the Boxes thereunder should be shaded accordingly.
Persons claiming equivalence of qualification should enclose evidence for such claims.
5. SCHEME OF WRITTEN EXAMINATION(OBJECTIVE TYPE) (PG DEGEE STANDARD) AND ORAL TEST:-
A) For the Post of Speech and Hearing Specialist:
Single Paper in the Subject, Speech pathology and Audiology, (Code No.110) (200 Questions)
B) For the post of Microbiologist:
Single Paper in any one of the following Subjects:
1. Microbiology (Medical) of M.Sc., Degree (Code No.081) (200 Questions)
2. Microbiology of M.D. Degree (Revised Code No.159 –vide TNPSC Bulletin, dated 01.05.2008) (120 Questions)
(i) Maximum Marks for Written Examination will be 300 and for Interview & Records will be 40. Minimum qualifying marks for selection for SCs, STs, MBCs/DCs, BC(OBCM)s and BCMs is 102/340 and for ‘Others’ – 136/340.
(ii) The existing syllabi for the subject Speech Pathology and Audiology Paper-I & Paper –II have been clubbed together so as to constitute as a separate syllabus for a single paper. A single question paper in the said syllabus is to be answered by the candidates applying for the post of Speech and Hearing Specialist. The said question paper will be set in English only.
(iii) The existing syllabi for Microbiology (Medical) Paper-I and paper-II have been clubbed together so as to constitute as a separate syllabus for a single paper. Similarly the existing syllabi for MD-Microbiology Paper-I and Paper-II have been clubbed together so as to constitute as a separate syllabus for a single paper. Candidates applying for the post of Microbiologist can choose any one of the above subjects as Optional Subject in which he/she wishes to be examined and should specify the Optional Subject code against col.22 under the heading Optional Subject 1 of the OMR application form. The question papers in the said subjects will be set in English only.
(iv) The syllabi of the above subjects have been published in the Tamil Nadu Public Service Commission Bulletin No.l1, dated 16.05.2001 between the pages 901-904 and 977-978. The syllabi are also available at the Commission’s Website ‘www.tnpsc.gov.in’
6. CENTRE FOR EXAMINATIONS:
Examinations will be held at Chennai Centre only (Code No.001). Candidates should appear for the examination at their own expenses.
7. PROCEDURE OF SELECTION:-
Selection will be made in two successive stages i.e., (i) Written Examination and (ii) Oral Test in the shape of an interview. (For further details please refer paragraph 22(b) of the ‘Instructions, etc., to candidates’).
8. EXAMINATION FEE:– Rs.125/-
(For further details refer para 2 under part -Ill of Information Brochure and for Examination fee concessions refer para 12 of the ‘Instructions, etc., to candidates’). Candidates (other than those who apply Online) should inform the Counter Clerk of the Post Office their OMR application Number for obtaining the Postal Receipt.
9.ENCLOSURES TO BE SENT ALONG WITH APPLICATION:-
Candidates should enclose copies of all certificates (including evidence for Educational Qualification possessed by them) as mentioned in para 15 of the Commission’s ‘Instructions, etc. to candidates’ and in item 26 under part –II of Information Brochure along with a Postal receipt to the value of Rs.125/- pasted in the column provided in the application, unless exemption of fee is claimed. Original Certificates should not be sent. Those applying Online please refer para 12(D) of this Notification/Advertisement.
Applications received without the attested copies of certificates as specified above will be rejected.
10.NO OBJECTION CERTIFICATE :
For details please refer to paragraph 15(g) of the Commission’s ‘Instructions, etc., to candidates’.
Concessions in the matter of age and/or fees allowed to SCs, STs, MBCs/DCs, BC(OBCM)s, BCMs, Destitute Widows, Ex-Servicemen, Physically Handicapped persons, discharged and serving temporary State Government employees below 40 years of age, etc. are given in the Commission’s ‘Instructions, etc. to candidates’.
12.ISSUE OF APPLICATION FORMS: –
A OMR application form along with an Information Brochure containing General Instructions for filling up the application form, Commission’s ‘Instructions, etc., to candidates’ and an envelope for sending application can be obtained from any one of the HEAD POST OFFICES or selected Sub-Post Offices (284 Nos.) in Tamil Nadu / Puducherry on payment of Rs 30/-. (The list showing the names of Post Offices is available at the Commission’s Website www.tnpsc.gov.in) .
B OMR application forms can also be obtained in person from the sales counter of the office of the Tamil Nadu Public Service Commission, Omanthoorar Government Estate, Anna Salai, Chennai-600 002, on all the working days upto 5.00 p.m. till the closing date (excluding lunch interval between 1.30 and 2.00 p.m.) on cash payment of Rs.30/-. Application forms will not be supplied to the candidates by Post.
C. Candidates should use only the OMR application form. No other typed or printed or Xeroxed / Photocopy of the application form will be accepted and such application, if any received, will be
D. Candidates can also avail of the facility of applying Online at the Commission’s Website www.tnpsc.gov.in Candidates applying Online should possess and keep ready Postal Receipt for Rs.155/- (i.e. Application fee Rs.30/- and Examination fee Rs. 125/-) obtained from any one of the Post Offices listed in Annexure-III to the Information Brochure to candidates before registering Online. Candidates claiming exemption from payment of Examination fee should possess and keep ready Postal Receipt for Rs.30/- towards the application fee. The Postal Receipt obtained for the payment of Application Fee/ Examination Fee should be pasted in the space provided in the application. Candidates applying Online shall also abide by the Commission’s Instructions laid down in this Notification / Advertisement/Commission’s ‘Instructions, etc., to candidates’ / Information Brochure to candidates. Candidates applying Online should send the applications (i.e. The printout generated from the web site and signed by the candidates) with the Postal Receipt along with attested copies of Certificates so as to reach the Commission’s office on or before the last date for receipt of applications, failing which his/her application will be rejected. The facility of applying Online will be closed at 5.45 p.m. on 30-01-2010.
13.RECEIPT OF APPLICATION:-
(A) Candidates are advised to verify the following aspects also before sending their filled in OMR applications to the Commission’s office:
(i) Signature by the candidate below the declaration made in ballpoint pen or fountain pen only. Failure to sign will entail rejection of his/her application.
(ii) Post code No. in item 1 of Column 24 of the OMR application to be specified and the boxes there under shaded.
(iii) Columns 1, 1(a), 3, 4 and 22 in the OMR application form to be filled up based on the details available in this Notification/ Advertisement.
(B) Filled in applications must be sent to the Controller of Examinations, Tamil Nadu Public Service Commission, Omanthoorar Government Estate, Anna Salai, Chennai – 600 002 well in advance so as to reach the Commission’s Office before 5.45 p.m. on 02-02-2010.
